There's a nice noir quality to this one. Rain-slicked streets are such a familiar image that the poem doesn't need to spend a single extra word setting the scene — you already see the streetlights smeared on wet pavement before the second line even arrives.

Then that second line turns things sideways. "Troublesome" is doing a lot of quiet work — it refuses to tell you whether this figure is hero or menace, and that ambiguity is the whole engine of the piece. Most vigilante imagery wants to resolve into judgment. This one just watches, unresolved, the way rain just falls without moral comment.

The rooftop placement in the closing line gives the poem its distance and its stillness — the city moving below, one figure holding still above it. That contrast between motion and stasis is what makes it worth a second read: the streets are washed clean, but the watcher isn't washed of anything.
