A flat scene usually means everyone in it is too comfortable. Stakes, resistance, urgency, and emotion all work by removing comfort — they force characters to want something badly, right now, against pushback, while feeling it deeply. That combination is what readers register as drama, so tuning any one dial tends to lift the whole scene.
Say two characters are negotiating calmly over coffee. Add urgency — one has a flight in twenty minutes — and suddenly the calm becomes performance, which is more interesting than calm itself.
The caution: pushing all four at once turns a scene into melodrama. Pick the one lever the scene is actually missing rather than cranking every dial, or you'll trade flatness for noise.
